The National Petroleum Authority (NPA) was established by the NPA Act, 2005 (Act 691) to regulate the petroleum downstream industry in Ghana, ensuring it remains efficient, profitable and fair while consumers receive value for money. Since 2005 it has supervised the deregulation of the downstream sector, culminating in price liberalisation in 2015, under which private importers, distributors and retailers set ex-refinery and ex-pump prices without government intervention.
